Funding Opportunities: The United States Department of Justice, Office on Violence Against Women (OVW) (www.ovw.usdoj.gov) is seeking applications for the Transitional Housing Assistance Program. Applications are due March 29, 2012. The Grants.gov registration deadline is March 15, 2012. Governments, non-profits and other organizations that have a documented history of effectively serving victims of sexual assault, domestic violence, dating violence, and/or stalking are eligible to apply. Funding can be used for housing assistance and other services. Three year grants are available for up to $300,000. Apply through www.grants.gov. Click here for Request for Applications.
One of the Melville Act changes expected in the future 2012 NOFA, is the opportunity for State Housing Authorities to apply for project based funding for projects that received the IRS Low Income Housing Tax Credits. HUD will implement a new authority, provided by the Melville Act that allows HUD to delegate awarding and processing of Section 811 operating assistance grants (PRAC-only assistance) to state governments that demonstrate a strong working partnership between their state housing and human services agencies. Integrating Section 811 funded units into affordable multifamily housing financed from other sources is expected to help persons with disabilities have a better quality of life through integrated housing, and to increase the number of persons with disabilities assisted by the Section 811. Due to the tight timelines that State Housing Authorities have for planning for their IRS Low Income Housing Tax Credit applications, housing groups should be working now with their housing authorities to develop the Interagency agreements. A sample Memorandum of Understanding is available to assist you in getting these conversations started. Grants and Loans that may be available to pay for the Housing Program Your Organization is Planning The following chart will help you identify possible funding sources depending on the activity that your organization wishes to engage in: providing rent assistance to lower the tenant's rent burden, construction/capital funds to buy, build or renovate a building or house, or providing supportive services. The eligible activities under funding sources may change or may not be applicable to your project. Please consult with the funding sources directly for further details.Some funding sources may not be available in your area, such a local Trust funds. TENANT-BASED RENT ASSISTANCE Federal funding sources such as: TANF, HOPWA, HOME and ESG funding are all are potential sources for tenant-based rent assistance. CDBG funds can be used for the management and related services for the HOME tenant-based rental assistance program. According to 24 CFR 570 CDBG funds may be used for housing services in connection with tenant-based rental assistance programs. Such services can include: inspections, tenant selection, management of tenant-based rent assistance, and other services related to assisting tenants seeking to participate in housing activities.
